Not an ATM
This should not be hard.
You are at an outdoor event and you need cash for a transaction.
You do not have cash, but you have VENMO, PAYPAY, CASHAPP, whatever...
You have money, but you don't have cash.
The current solution is to "FIND AN ATM". Good Luck.
A better solution is to open my NATM app on my phone and see if there is a Carrier around.
A Carrier, in NATM-parlance is someone who has cash on them that they will happily trade for e-Payment (for a fee of course)
The NATM app opens onto a MAP of all of the Carriers nearest to you. If you are at a music festival, there's probably one within 100 feet of you.
Each TAG on the MAP shows the NATM Name and their FEE.
Once you select your Carrier on your app, you walk over to them and get your money simply by using the COMPLETE TRANSACTION button on the App which ensures the two phones in the transaction were physically close to one another.
Just like all Social Apps, any complaints or issues with Theft or Loss of funds would be handled by permaban for the user and their associated financial accounts.
Fees are applied on the app itself, so all transactions are in whole dollars. Detail pages for each Carrier can be configured to show you their transaction history, any red flags, and possibly what denominations are available.
